New York Liquor Laws

New York is a licensing state, which means the state issues licenses to entities that will either manufacture or sell alcoholic beverages. The distribution of alcoholic beverages in New York involves a three-tier system: manufacturers, wholesalers, and retailers.

For example, manufacturers and wholesalers must obtain a wholesale license to manufacture, stock and distribute alcohol to retailers. On the other than retailers such as restaurants and bars must obtain a retail license to sell and/or serve alcohol beverages to consumers.

The New York State Liquor Authority (SLA) upholds and enforces the state’s Alcoholic Beverage Control Law (ABC). Businesses must comply with these requirements or else they face serious sanctions. In order to obtain a license, companies must submit extensive documentation detailing income and finances, mortgage and leasing, and other business aspects.
